Pretreatment Coordinator1990-2007.  Curt directed the CWA NPDES Industrial Pretreatment Program for the Region and was responsible for direct implementation of the program and oversight of state pretreatment programs. 

As Pretreatment Coordinator, he was responsible for overall program management, represented the Region on controversial and programmatic issues and was the lead on coordinating with Federal, state and local governments. Specific duties included: local limits review and approvals, review and approval of modifications, authoring strategy and guidance, POTW audits, annual report analysis, industrial/commercial user inspections, data management, technical assistance, and inter-program coordination (RCRA, CERCLA, SDWA). He has conducted over 200 POTW Pretreatment Program inspections (audits and PCIs) and visited over 800 industrial users during his career.

Curt was a credentialed enforcement officer since 1989 and was awarded two Bronze Medals and other awards for his work on civil and criminal enforcement cases while at the Agency.  He has provided testimony as a technical expert and a subject matter expert in civil and criminal cases.

Curt conducted 17 annual Pretreatment Workshops.  Many of these workshops were in partnership with the Colorado Industrial Pretreatment Coordinators Association (CIPCA) and brought  together Federal, state and local government staff and other professionals. The multi-day workshops included platform presentations and in-depth training sessions. These workshops ensured that program consistency was maintained across EPA Region 8 states.

He has also been a presenter and instructor at many National, regional and local workshops and conferences. He has provided training on all aspects of pretreatment program implementation.  More information is available upon request.

During his tenure with the NPDES Wastewater Unit, he served as the point of contact for Colorado, Utah, Wyoming and North Dakota NPDES permitting programs. Duties included review of NPDES permits, lead in state NPDES audits, and permit negotiations. 
 

Team Leader/Acting Chief:  1989-1990.    Mr. McCormick was Team Leader and later Acting Chief of the Wyoming Direct Implementation and Enforcement Section. This Section was charged with direct implementation (DI) of the Safe Drinking Water Act (SDWA)  in Wyoming, one of the few non-primacy states in the U.S. The staff were responsible for enforcement of SDWA requirements in Wyoming, Indian country, and other primacy states.  Curt coordinated the development and implementation of Regional policy, provided briefings to all management levels as needed, and represented the Region in controversial issues. As Team Leader/Acting Chief over the Wyoming DI program he coordinated the completion of sanitary surveys, managed contract dollars, ensured adequate staffing, and developed implementation strategies for new regulatory and policy requirements for community and non-community water systems.
 

Environmental Scientist:  1987-1989:  While assigned to EPA Region 6, Mr. McCormick was the lead on development and implementation of the Whole Effluent Toxicity (WET) Program.  In this capacity he authored the implementation strategy and coordinated with state governments on implementation. In addition, Curt wrote permits for major municipalities in EPA Region 6 states including Texas, Oklahoma and New Mexico.  He also was a member of the Pretreatment Team and performed duties that included POTW audits, industrial user inspections and review of modification requests.
 

Industrial Connections Control Specialist (Pretreatment Coordinator):  1986-1987.  Mr. McCormick directed and implemented the industrial pretreatment program for the City of Sand Springs (industrial side of Tulsa, OK).  Major duties included inspecting, permitting and authoring enforcement actions primarily for significant industrial users.  He also implemented a grease control and surcharge program to alleviate the many SSOs and provide equitable cost recovery for the City.  He was the primary contact for emergency activities dealing with hazardous material spills/accidents within the City limits.
 

Biologist1985 - 1986.  Designed and coordinated field water quality studies for lakes located within the Tulsa District Corps of Engineers District Office. He performed laboratory analyses, field work and evaluated hazardous waste contamination investigations on sites owned or managed by the Corps.  Curt identified significant phosphate pollution entering Lake Tenkiller resulting in many years of litigation between Arkansas and Oklahoma that resulted in enhanced control of phosphate pollution discharges into the watershed and lake.
 

Research and Teaching Assistant.  1983-1985.  Curt conducted research (Master's Thesis) on the Tar Creek lead and zinc mining area in NE Oklahoma. Developed a sediment toxicity procedure and characterized metals loading into Grand Lake.  He also worked on a variety of contracts and grants involving water quality, toxicology and industrial discharges. As a graduate student, he taught the lecture and/or laboratory portion of courses including Limnology, Ecotoxicology, General Biology, Botany, and Environmental Sciences. Mr. McCormick co-authored several papers relating to the bioavailability and toxicity of metals.
